Owners, clients and/or operators must consider the site specific emergency response measures required in the event of an explosion, fire or toxic release that would include the following:
Portable Building Blast Resistance requirements:
Owners, clients and/or operators to develop criteria as to when a blast resistant building will be allowed in close proximity to a process area or area that has the potential for a catastrophic
explosion.
Fire Hazards:
In addition to guidance provided for explosion hazards, fire risk reduction measures should be considered that would include:
- Positioning emergency exits away from the nearest potential fire hazard.
- Establish escape routes that lead away from the nearest potential fire hazard.
- Locate mustering areas away from fire hazards.
- Develop Fire Response emergency procedures and related training.
- Ensure fire suppression devices (extinguishers) are installed and inspected on a routine basis.
Toxic Release Hazards:
Where there is potential for a toxic release the following emergency response measures should be considered:
- Evacuation plan that directs personnel to a designated “shelter in place” or specified assembly area.
- Plan that accounts for occupants.
- Personal Protection Equipment (PPE) to be used by all occupants during the evacuation if required.
